    Effects of Offshore Outsourcing on Foreign Policy Flexibility: The Case of Information Technology Outsourcing

    Offshore outsourcing of Information Technology (IT) is a relatively new phenomenon. Because of the potential cost savings offered, many corporate CEO’s and CIO’s are looking to give a portion or all of their IT functions, as well as many other business processes, to cheaper offshore labor. To date, little focus has been given to the national or international implications of this practice. This paper proposes a research stream to examine the effects of offshore outsourcing in general, and information technology outsourcing specifically, on the foreign policy options available to an outsourcing nation. I hypothesize that the increased use of offshore outsourcing, especially when outsourcing resources that are difficult to substitute, will significantly increase international economic interdependence. Further, the increased interdependence, coupled with a high degree of visibility of the interdependence, will decrease the realistic options available to domestic foreign policy makers

    Opening the Classroom

    We argue that information systems educators-and others in similarly dynamic professional disciplines-could benefit from an alternative infrastructure for learning. We present an open classroom model of education which expands upon Ferris\u27 (2002) collaborative partnership model of education by integrating open technologies such as Wiki and Open Source Software to create enduring knowledge products that more completely engage the students and provide value to society. We further view this concept through the lens of a social-technical system to demonstrate how such a system represents significant, third order change to traditional classroom environments. We illustrate our model with two successful cases from our personal teaching experiences

    Squid, which swim using a coupled fin/jet system powered by muscular hydrostats, pose unique challenges for the study of locomotion. The high flexibility of the fins and complex flow fields generated by distinct propulsion systems require innovative techniques for locomotive assessment. For this study, we used proper orthogonal decomposition (POD) to decouple components of the fin motions and defocusing digital particle tracking velocimetry (DDPTV) to quantify the resultant 3D flow fields. Kinematic footage and DDPTV data were collected from brief squid, Lolliguncula brevis [3.1–6.5 cm dorsal mantle length (DML)], swimming freely in a water tunnel at speeds of 0.39–7.20 DML s−1. Both flap and wave components were present in all fin motions, but the relative importance of the wave components was higher for arms-first swimming than for tail-first swimming and for slower versus higher speed swimming. When prominent wave components were present, more complex interconnected vortex ring wakes were observed, while fin movements dominated by flapping resulted in more spatially separated vortex ring patterns. Although the jet often produced the majority of the thrust for steady rectilinear swimming, our results demonstrated that the fins can contribute more thrust than the jet at times, consistently produce comparable levels of lift to the jet during arms-first swimming, and can boost overall propulsive efficiency. By producing significant drag signatures, the fins can also aid in stabilization and maneuvering. Clearly, fins play multiple roles in squid locomotion, and when coupled with the jet, allow squid to perform a range of swimming behaviors integral to their ecological success

    Squids Use Multiple Escape Jet Patterns Throughout Ontogeny

    Throughout their lives, squids are both predators and prey for a multitude of animals, many of which are at the top of ocean food webs, making them an integral component of the trophic structure of marine ecosystems. The escape jet, which is produced by the rapid expulsion of water from the mantle cavity through a funnel, is central to a cephalopod\u27s ability to avoid predation throughout its life. Although squid undergo morphological and behavioral changes and experience remarkably different Reynolds number regimes throughout their development, little is known about the dynamics and propulsive efficiency of escape jets throughout ontogeny. We examine the hydrodynamics and kinematics of escape jets in squid throughout ontogeny using 2D/3D velocimetry and high-speed videography. All life stages of squid produced two escape jet patterns: (1) escape jet I characterized by short rapid pulses resulting in vortex ring formation and (2) escape jet II characterized by long high-volume jets, often with a leading-edge vortex ring. Paralarvae exhibited higher propulsive efficiency than adult squid during escape jet ejection, and propulsive efficiency was higher for escape jet I than escape jet II in adults. These results indicate that although squid undergo major ecological transitions and morphology changes from paralarvae to adults, all life stages demonstrate flexibility in escape jet responses and produce escape jets of surprisingly high propulsive efficiency

    A strong redshift dependence of the broad absorption line quasar fraction

    We describe the application of non-negative matrix factorisation to generate compact reconstructions of quasar spectra from the Sloan Digital Sky Survey (SDSS), with particular reference to broad absorption line quasars (BALQSOs). BAL properties are measured for SiIV lambda1400, CIV lambda1550, AlIII lambda1860 and MgII lambda2800, resulting in a catalogue of 3547 BALQSOs. Two corrections, based on extensive testing of synthetic BALQSO spectra, are applied in order to estimate the intrinsic fraction of CIV BALQSOs. First, the probability of an observed BALQSO spectrum being identified as such by our algorithm is calculated as a function of redshift, signal-to-noise ratio and BAL properties. Second, the different completenesses of the SDSS target selection algorithm for BALQSOs and non-BAL quasars are quantified. Accounting for these selection effects the intrinsic CIV BALQSO fraction is 41+/-5 per cent. Our analysis of the selection effects allows us to measure the dependence of the intrinsic CIV BALQSO fraction on luminosity and redshift. We find a factor of 3.5+/-0.4 decrease in the intrinsic fraction from the highest redshifts, z~4.0, down to z~2.0. The redshift dependence implies that an orientation effect alone is not sufficient to explain the presence of BAL troughs in some but not all quasar spectra. Our results are consistent with the intrinsic BALQSO fraction having no strong luminosity dependence, although with 3-sigma limits on the rate of change of the intrinsic fraction with luminosity of -6.9 and 7.0 per cent dex^-1 we are unable to rule out such a dependence.Comment: MNRAS in press; 28 pages, 28 figures; full data table is available until Sep 2011 at www.ast.cam.ac.uk/~jta/papers/bal_nmf_table1.da

    A Randomized Phase II Trial of Pioglitazone for Lung Cancer Chemoprevention in High Risk Current and Former Smokers

    Lung cancer chemoprevention, especially in high-risk former smokers, has great potential to reduce lung cancer incidence and mortality. Thiazolidinediones prevent lung cancer in preclinical studies, and diabetics receiving thiazolidinediones have lower lung cancer rates which led to our double-blind, randomized, phase II placebo-controlled trial of oral pioglitazone in high risk current or former smokers with sputum cytologic atypia or known endobronchial dysplasia. Bronchoscopy was performed at study entry and after completing of six months of treatment. Biopsies were histologically scored, and primary endpoint analysis tested worst biopsy scores (Max) between groups; Dysplasia index (DI) and average score (Avg) changes were secondary endpoints. Biopsies also received an inflammation score. The trial accrued 92 subjects (47 pioglitazone, 45 placebo), and 76 completed both bronchoscopies (39 pioglitazone, 37 placebo). Baseline dysplasia was significantly worse for current smokers, and 64% of subjects had mild or greater dysplasia at study entry. Subjects receiving pioglitazone did not exhibit improvement in bronchial dysplasia. Former smokers treated with pioglitazone exhibited a slight improvement in Max, while current smokers exhibited slight worsening. While statistically significant changes in Avg and DI were not observed in the treatment group, former smokers exhibited a slight decrease in both Avg and DI. Negligible Avg and DI changes occurred in current smokers. A trend towards decreased Ki-67 labeling index occurred in former smokers with baseline dysplasia receiving pioglitazone. While pioglitazone did not improve endobronchial histology in this high-risk cohort, specific lesions showed histologic improvement and further study is needed to better characterize responsive dysplasia

    The Cluster Mass Function from Early SDSS Data: Cosmological Implications

    The mass function of clusters of galaxies is determined from 400 deg^2 of early commissioning imaging data of the Sloan Digital Sky Survey; ~300 clusters in the redshift range z = 0.1 - 0.2 are used. Clusters are selected using two independent selection methods: a Matched Filter and a red-sequence color magnitude technique. The two methods yield consistent results. The cluster mass function is compared with large-scale cosmological simulations. We find a best-fit cluster normalization relation of sigma_8*omega_m^0.6 = 0.33 +- 0.03 (for 0.1 ~< omega_m ~< 0.4), or equivalently sigma_8 = (0.16/omega_m)^0.6. The amplitude of this relation is significantly lower than the previous canonical value, implying that either omega_m is lower than previously expected (omega_m = 0.16 if sigma_8 = 1) or sigma_8 is lower than expected (sigma_8 = 0.7 if omega_m = 0.3). The best-fit mass function parameters are omega_m = 0.19 (+0.08,-0.07) and sigma_8 = 0.9 (+0.3,-0.2).
